The MSP® framework helps program directors and managers to lead complex change and it captures global leading thinking on vital program controls and tailorable practices. There are now fictional scenarios covering innovation & growth, organisational re-alignment, effective and efficient delivery which aid understanding of applying the framework in real life. The MSP framework focuses on learning and redesign allowing for adjustments to the target state as new information becomes available – so I think it is more practical and better suits today’s rapidly changing and VUCA (Volatile, Uncertain, Complex & Ambiguous) environment, also by expressing the key relationships, principles, key roles and responsibilities.

The purpose and contribution of each of the seven themes are described similar to the PRINCE2® framework – which is easier to remember as there are seven principles, themes, and processes. The principles still describe the critical areas of program success and are universal, self-validating, and empowering. The incremental nature of programs is also addressed through the progressive delivery of beneficial outcomes. There is now a Design theme that better integrates the program by describing the vision, benefits, risks, and target operating model. And there is a greater explanation of the importance of developing one – my view is your program is unlikely to succeed if you don’t have one for each Tranche! This is like a Program Increment for those of you familiar with SAFe but probably not done every 8-12 weeks. The Blueprint, which described the future state, is now called the Target Operating Model.

For those familiar with the old (2011) version, the framework still includes principles, themes, and processes with additional focus on the purpose and characteristics of a good vision statement with benefits and risks better representing real life and running throughout the framework.
